The power systems are down and a horrid hurricane is on the rise. 
YOU, Alan Grant, have to knock down the rubble and put up
residents, commerce, and industry and turn this city from
a doomed theme park to a glamorous city.  Oh, yeah, you have
to put up a statue in memory of the park when you are done.
To beat this city, you need 1,000,000 people in your town.
